The outputs are galvanically isolated from the I2C bus using optocouplers.
The circuit uses the negative logic because the I2C port expansion module PCF8574 switches on all outputs at voltage.
When controlling, only the desired bit pattern has to be inverted. Or subtract from the 255 desired output value before transferring it to the output card.
